Baohuanghui established in Victoria

Baohuanghui (Protecting Emperor Association) was established in Victoria by Kang Youwei. The organization was known as the Chinese Empire Reform Association (CERA) in English. (CCL 94) By 1904, the CERA had twelve branches in Canada, with about 7,000 members (CTC, 75).
