Fire Insurance Map - 1903 - page 11
The Chinese Public School, under construction from 1908, was located in block 32. An opium factory operated to the west, behind the Chinese Empire Reform Association building on Government Street (constructed in 1905). This factory would have had to close when the manufacture of opium was made illegal in Canada in 1908. Across Fisgard Street from the school was the second headquarters of the Chinese Freemasons in Victoria. Fire Insurance Plans for Victoria, BC, 1903, revised to 1909 (Royal BC Museum, BC Archives).
